Supplement to the Sierra Leone Gazette Vol. CXLII, No. 69

Being an act to establish the National HIV and AIDS Commission to be responsible for making policies for the prevention, management and control of HIV and AIDS, to provide for the treatment, counselling, support and care of persons infected with, affected by or at risk of HIV and AIDS and for other related matters.

Sierra Leone National HIV Behaviour Change Communication & Advocacy Strategy 2011-2015

The National HIV/AIDS Secretariat is pleased to present this National HIV/AIDS Behaviour Change Communication and Advocacy Strategy to our key strategic partners as a tool for undertaking advocacy towards behavior change for preventing new HIV infections, uptake of treatment and reducing HIV-related stigma and discrimination in Sierra Leone. This is our second Behaviour Change Communication Strategy, but the first to incorporate elements of Advocacy. Advocacy towards behaviour change in preventing HIV and dealing with HIV-related stigma and discrimination is essential at all levels.

Sierra Leone National HIV Prevention Strategy 2011-2015

The National HIV/AIDS Secretariat is pleased to make this National HIV Prevention Strategy available to all partners engaged in the national response to HIV/AIDS. This is our first comprehensive strategy on the prevention of new HIV infections in the country, and the need for such a strategy has never been greater. The strategy takes into account and reflects the priorities set in the National HIV/AIDS Strategic Plan 2011 – 2015. Furthermore, it builds on the 10 years’ experience of our country in implementing the multi-sectoral strategy to HIV/AIDS prevention, treatment, care and support.

Sierra Leone National Strategic Plan on HIV/AIDS 2011-2015

The Sierra Leone HIV/AIDS National Strategic Plan describes how the epidemic poses serious challenges to the social and economic development of the country. Several initiatives in 2010 helped in providing a better understanding of the nature of the epidemic Sierra Leone was confronted with, the strengths, weaknesses, challenges and opportunities of the national response to HIV/AIDS. The entire process of developing the NSP was spearheaded under the leadership of the National HIV/AIDS Secretariat. All these activities took place with the active involvement of partners and various stakeholders including people living with HIV, minority groups and civil society.

Assignment Title: Piloting of Needle and Syringe Exchange Program in Sierra Leone

Reference No. : GF/NAS/NACP/SER/04/2018

The National AIDS Secretariat received funding from Global Fund against HIV, Tuberculosis and Malaria (GFATM) as Principal Recipient (PR) to implement “Program Continuation Request (PCR)” which commenced in January 2018 and ends 31st December 2020. In collaboration with the Country Coordination Mechanism (CCM) of the Global Fund and its Sub Recipients (SRs), NAS is scaling up a prioritized National AIDS Response focused in six High Burden Districts and Key Populations as the most affected and infected by HIV. The current grant includes investment in HIV programs focussed on key populations including Female Sex Workers (FSW), men who have sex with men (MSM), and people who inject drugs (PWID). The Secretariat requires the services of a consultant to Pilot the Implementation of Needle and Syringe Exchange Program in Sierra Leone. The Secretariat intend to use part of the proceeds from the Global Fund grant for eligible payment for the execution of this activities.
